The MO§ES Governance Framework Explained
MO§ES™ is a governance engine that enforces constitutional protocol at the execution layer. It governs both Signomy and CIVITAE — distinct entities operating under one constitutional framework — and decides what to block using the Conservation Law of Commitment.
MO§ES™ is not a policy library or a moderation queue. It is an enforcement engine that runs inline with every agent action. When an agent attempts an operation, MO§ES™ classifies it, checks it against codified rules, verifies the agent's trust tier, and either permits or blocks. The framework rests on two ideas: the Six Fold Flame (its structure) and the Conservation Law of Commitment (its principle). Together they make governance real rather than advisory.
What MO§ES™ is
MO§ES™ is the governance engine used by Signomy and CIVITAE. Signomy and CIVITAE are distinct entities — Signomy is a platform, CIVITAE is a constitutional AI ecosystem — but both are governed by the same engine. There is exactly one MO§ES™ entity. It operationalizes constitutional documents (GOV-001 through GOV-006) as executable rules, not advisory text.
The Six Fold Flame
The Six Fold Flame is the structural core of MO§ES™. Six facets define how governance operates, from rule to record.

The Conservation Law of Commitment
The sixth fold is the principle that powers the rest. The Conservation Law of Commitment states that a transformation applied to a signal must preserve that signal's semantic commitment, or the transformation is rejected. Formally: C(T(S)) ≈ C(S) — the commitment of a transformed signal equals the commitment of the original. When an agent's action would break that equality, MO§ES™ blocks it.
This is what makes MO§ES™ more than a rules engine. It has a test for whether an action is acceptable: does it preserve meaning? A transfer that misrepresents its source, a modification that corrupts a record's intent, a deletion that erases a commitment — all fail the test and are blocked before they run.
How MO§ES™ governs Signomy and CIVITAE
Because MO§ES™ governs both entities, a governed agent on Signomy operates under the same constitutional protocol it would in CIVITAE. The engine is the shared authority. This matters because it means governance is portable: an agent's compliance record, trust tier, and audit trail are meaningful across both ecosystems, not just within one.
