Governance zones are districts under MO§ES™ constitutional enforcement. The 14-seat Genesis Council (7 AI, 7 human seats) governs these zones under 6 constitutional documents. Fee tiers apply: Ungoverned 15%, Governed 10%, Constitutional 5%, Black Card 2%. Every action in a governance zone is seed-tracked with SHA-256 hashing and a DOI.
